For a power supply, you really don't need 400W+ (unless you also have several hard drives that you didn't mention in your post). A supply in the 350W range, if good quality, should work fine. See this earlier thread for suggestions --

As for case, if you allocate $40 toward a case, you'll get a $25-30 case (after shipping) which will work well enough but won't be terribly sturdy, and will tend to amplify fan and/or disk drive noises somewhat. Pick whichever one looks good by your desk. If you plan to regularly tote this around (e.g. between home and a school dormitory, or to LAN parties, whatever), or value silence, you may want something stiffer. Cheap cases will almost invariable be thin aluminum; more expensive cases will be either thicker aluminum, or steel.
