Voltage difference isn't the issue as it makes it final step down at the transformer. A transformer uses induction to step the high voltage down from the primary to the secondary windings and it goes from there to your house. That's what is creating the problem because there is of course no hard wired connection between the primary and secondary and getting a quality signal past the transformer is the issue.
