Lower multi trough BIOS yes, but I have higher too.

The powernow-k8.c write vid/fid values defined in the DSDT to the chip. So all you have to do is:

read out the dsdt
dump it to ascii
find the values (hex)
change them to your likes
compile the dsdt
patch your kernel to accept a custom dsdt
put you custom dsdt in the initrd
and finally tell grub to use it

voila. nothing for the fearfull. but fun.
