remove any dust and check the bottom of the heatsink for a good imprint/contact. Your TIM may have dryed out..looks like a little square pink pad. If so remove it and add some

Link below..if ya need it..your room temp 22c/71F is no problemo..I'm guessing your using the heatsink that came with/on the XP.
