I'm not sure you could, at least not in any practical way (you would need at least a 1MHz scope and then probe the correct Vre pins). However failing power circuitry could be consistent with your BSOD problem. Give the CPU or the memory a poor-quality voltage supply, and the result would be roughly the same as if either component was failing.
