I can't tell you how to fix it exactally, but I'd be willing to bet that if you ran the internet connection wizard again you'd find that it doesn't work. The piece of adware that got deleted is somehow mied up with the internet connection wizard.

Have you tried to reinstall just the browser? Possibly by upgrading to IE6 over IE5 or some such. It should work, but like I said I don't know exactally which piece of the internet connection wizard is missing.
