Copy his IE shortcuts, desktop wallpapers, and anything else he may have of value inside the \WINDOWS directory to a temporary folder somwhere else on the drive. Make a DOS boot disk, and copy the DELTREE command to it; if this is Windows 98, it will include CD support automatically. If Windows 95, you will have to add CD support manually.

Boot to DOS and use the DELTREE command to wipe \WINDOWS. (This could easily take fifteen minutes or more if the directory has gotten bloated.) Then run setup from the CD-ROM. When Windows is up and running again, run scandisk, then move everything back into place, then defrag.

It won't leave the drive especially clean, but (a) his fault and (b) this is faster than copy to another machine.
