SHDOCLC.DLL is a system file used by Windows for various network browsing functions. It looks like it, or a related file, has been accidentally deleted or become corrupt.

If you're using WinNT/2k/XP, try booting from the CD and running a Repair session with "inspect system files" checkmarked.

If running a Win9x version, try extracting the file SHDOCLC.DLL from the Windows CD or attempting to download it from a link like the one supplied below. Other ways of getting it back under Win9x may include re-installing all networking components or running a Windows installation over itself (i.e. start SETUP.EXE from within Windows).
