A CPU is the brain of the computer & if the CPU is being used 100 % like you might be saying here, then theres nothing left for any other programs like IE for going on the internet.
Has this computer ever worked on the internet before ?.
What did you do just before the computer stopped working ?.
Can you play one of the card games ?.
What OS are you running like windows 98 or XP home edition ?.
When you hold the Ctrl & Alt keys down then just hit the Delete key what is in your list ?.
These are tasks the computer runs when you turn the computer on & should help us find out what is wrong. You also may have a virus which is stealing control of your computers CPU.
