I think that is a typo. The primary reason off-die L2 caches ran at 1/2 speed was the cost and availability issues associated with high-speed SRAM chips at the time. In fact Intel made its own L2 cache chips for the full-speed Xeons.

You will find it difficult to overclock a Katmai 550 to 700MHz even if your board supports 133MHz bus. The fastest PIII parts Intel released for that core were 600MHz, and even then some of the early versions of the 600MHz part had overheating problems. Some 450s, however, will do 600; and some 500/550/600 parts will even do in excess of 600MHz, but if you get that lucky, you will need EXCELLENT cooling.

And if you're running a dual-processor rig...suffice to say you will have to have a lot of case ventilation.

$65 seems reasonable for two 550s. If you check a site like Pricewatch (http://www.pricewatch.com/), you'll find OEM pulls being advertised for around $30-40/each and up.
