could be a IRQ/ACPI thing, drivers, codec, conflicting software, or even windows rights management BS.

try using ATM http://www.betasoluzioni.com/users/atm/higheng.html to kill everything except:
KERNEL32.DLL
EXPLORER.EXE
MSGSRV32.EXE
MPREXE.EXE

then run your mp3 app
