More is not always necessary, and 400-450W power supplies only need be a rule-of-thumb for folks who buy cheap power supplies. Any good quality 300-350W system should put out sufficient current to run a high-end Athlon system. The computer is typically burning less than 150W anyway; however cheaper supplies may not put out enough current (or put out poor-quality power) on the 5V rail.
