You might be right, someone was playing it safe (could be a weaken part) or stupid by setting it lowwer. In any case compared to the newwer systems that is real slow. Also that chip is old & changing the speed now even if a 200 MHz part could cause it to break down fast. I would speed it up as it would not be a great lost if it did break.
