Yes that would make the LED off all the time, thats a fix for a reversed floppy drive cable. first dumb question is the HD LED plugged into the HD LED terminals on the MoBo ?. Since the LED is a function of the MoBo barring the LED is not shorted on on the HD the the problem lies with the MoBo & maybe broken or there maybe a setting change in bios's cmos setup that when reverse or disabled may fix your problem. Like is PM turned on then try turning it off.
