Ben,

You hit the biggest one with the power supply. Rimms must be in pairs also. (This may have changed in more modern boards). The P4 seats a bit differently but as long as you stayed away from an Intel OEM board, you should be able to play with the clock like any other machine.
I have limited P4 education in a Dell Demension that was given to me. (P4, 1.7gig 423 pin)
It is a very stable machine but not over-clockable. At least it doesn't sound like a Piper Cub on the runway.
