a 'tube' might still be hard to come by even as a custom experiment, precisely because the inner diameter is smaller than the outer diameter, which creates all kinds of interesting design challenges when you're talking about a uniform silicon junction.

A simpler approach for Peltier-outside-the-case might be to build a water-cooled system with TWO waterblocks -- one on the CPU itself of course, and the other external to the case, sandwiched between a pair of elements. Unless you managed to supercool the water, this would also get condensation problems out of the case, too.
