As far as thermal losses go a cylinder would be a good idea in some respects to the point you noted.
As you increased the diameter of a cylinder the heat loss increases realative to the heat input flux of the inside. Unfortunately that may require a significantly thicker peltier and hence thermal conductivity problems may result.

Bottom line - I guess they are inefficient - but they may improve this.

aka - reverse thermocouple effect=peltier....understood.
