When you're on a cable modem, you are on a wide-area network -- meaning that a large number of users are sharing the same outbound connection. So unless your cable provider has caps in place, the perceived bandwidth can vary depending on the number of active users.

DSL is a different animal because, AFAIK, each connection is unique back to the carrier office, where the outbound connection is located. In the case of DSL the provider usually caps the connection to ensure minimal bottlenecking in the CO's equipment, but it's not a "shared network" in the same way that cable is.
