A woman advised police of seeing two dogs stuck or "in the act." Officer Newton was attempting the free the dogs, when "the offending dog was able to pull away, fleeing the area with a smile on its face, " according to police reports. Newton reported getting the offending dog's choker chain collar, but no tags. The dog is described as black with shaggy hair, possible a lab.
