The other posters covered the main stuff but a long shot try a different Keyboard as they are part of the power on circuits. The power switch should be a Normally open momantary type if this is an ATX type PSU. Another thing you can try clearing the CMOS check the manual. Make sure the PSU is set to 120 volts not 220.
