See for a fan to do RPMs there is a second coil whichs sends voltage to the MoBo & could be damaged. If the lost of fan power happens when the MoBo's POST is checking the CPU fan RPMs then the MoBo will not turn on the CPU. So if you have this problem you may be able to disable it CMOS's setup.
Another idea is try a different KeyBoard as the KB are part of the startup circuit now days.
