The 5% rule really pertains to the outputs as rarly is + 5 volts really 5 volts. IC's spec out @ the 5% rule.I really believe you are safe @ 130 v AC I would start being scared. You can buy line a conditioner if you are still leary, you set this voltage & you get that voltage if the voltage drops or goes to high. If you actually checked some devices around your house you might be surprized to find that that some are rated @ 110 or 115 volts & this is the normal pratice for along time now. If you thing about it houses are rated @ 110 & 220 but it is also known that we get more then 120 volts unless you get a brown out which is very bad. Anyways above 120 & 240 is what
we really read when checking these lines & people that make electronic stuff know this when designing so this info this is taken into account. I really think you would be throwing money out if you try fixing what is not broken. But if it will give you some piece of mind go for it.. Believe it or not @ one of our building the voltage dropped to 99 volts only half the computers would boot up so they just did not run the other half worked fine. There is major work going on in the area & we had wind storms too then. They had the computers going there before I went & checked the voltage. So the call is yours what you want to do.
