A better PSU would be the best test.

The green wire trick is mainly for adding a second PSU so it acts like an AT PSU, another thing it is no always a green wire you must verifly with the diagram in a MoBo Manual to be safe. There is another PSU item the power good line. The power supply tells the MoBo that the power is good by feeding +5 volts power to the MoBo thru the power good connector after all the voltages (at least 5 volts) are up & stable. If the MoBo does not get the +5 volts from the PSU then the MoBo will not turn itself on & put the rest of the parts in harms way. The fix for this item if it is broken which is risky thus is a safty feather is cut the line & feed a regular +5 volts from PSU direct to the MoBo power good line & leave the PSU
power good line not connected to anything but @ least covered so no shorts can happen. I had to do this with an AT PSU before as the circuit went bad inside the PSU & I never did have a problem with the PSU again worked great. The only thing is if the MoBo side of this circuit is broken the MoBo is scrape parts.
The green wire trick on the other hand will make a broken MoBo power on circuit be bypassed there by turning on the PSU as soon as the power is added to the power core or if a switch is present on the PSU turn on like an AT PSU.
