The MoBo also relies on the CPU to get the ball rolling to load an OS system so all 3 RAM, MoBo & CPU are still suspects. Now if a card PCI or ISA or RAM is not plugged in right you could get the same error if there was a or some cross shorts, A lost of address or & data line the MoBo would go crazy. Also the PSU lossing one of its voltages like 12 volts or the 2 minus voltages -5 & -12 might also create this problem as some of the ports would not be working & the MoBo would go crazy.
