...so for starters try reseting the BIOS to Default values and see if it gets any better. Try re-seating all cards, and cables, clean all heatsinks, fans (if dusty) and see if that is causing it. If that doesn't work, remove all cards, except the video card, and SCSI/IDE controller (if it's a plugin card that controls the hard drive), and if you got two memory sticks remove one, and try booting. If you still got the same problem, try the other stick by itself. If you still get the problem, that means the fault lies somewhere in the mobo/CPU/video card/PS, and to find out which one you're going to have to replace each one at a time with another that is known to be working, which most likely means you have to take it in to the shop, if you don't have the components to do it yourself at home.
I know it sounds like a very long process, so maybe one of the wizards here can suggest a better way, or know what the problem is right away from the symptoms you described.
