The images are probably part of a front page theme. A frontpage component called the "navigation bar" was probably added to automatically manage the links. The theme will use the buttons that are defined in the theme. The links that the navigation bar will display will show in the navigation section. It's been a loooooong time since I've used frontpage, but I'm pretty sure that's how it goes.
