It is indeed enabled only in the P4 Xeons, for now. Summarily stated, the processor adds a little bit of extra logic that allows it to appear to the OS as though it were two CPUs. The one CPU then tries to manage multiple execution threads simultaneously, so that less CPU resources are unused at any time.
