It sounds like it is authenticating your PPPoE connection on boot, and renewing it's lease with the RADIUS server. This would be dependant on the speed of your DSL as well as the RADIUS server.

Whether or not you can switch from PPPoE to DHCP or static IP depends on your provider, so you should check with them.
