the PS may contribute to save on the battery, but (1) there is indeed a battery and (2) I'm pretty sure the PS would have to be VERY weak to cause a serious detriment the clock significantly -- so much so that the system would probably not boot.

Generally I would expect that either the PS would be putting out a constant voltage <<3VDC, or if it were weak, it would drop when loaded -- but the idling clock would not present enough load to witness the effect, or if it did, the PS is basically dead and will probably go pffft on the very next boot
