Because the MVP3 chipset can only see 16 M addresses. It does not have the A12 address line, same as the BX chipset and so it will only see half of the depth of the chips.

Strange that there are 16 chips on one side, that indicates that those are remnants of the 32 x 4 (128 Mbit technology) that someone clever figured out to assemble as a single sided, single bank module.

What's the name and make of the module and what are the chip markings?
