Theoretically, they could and they could also just use the standard way of reprogramming the ratio signal for the PCI divider.

I don't know exactly how you have to program the ICS chip, otherwise I would have done it already but there is a chance that it is a different pin that needs to be connected for the signal routing, however, I doubt it.
