It is actually relatively easy to implement since the KT266 PCI bus receives a separate clock input. In the older chipsets, the PCI clock was a fraction of the FSB but they have abandoned this now in favor of a separate clock that receives input from the master clock and can theoretically be programmed to run at any frequency desired.

It is really just a matter of the BIOS implementation and anyone could do it.
