Chances are it's an ISP issue or a loop problem. If you are connected to a faulty DSLAM port or if you have high attenuation on your lines, your coonection could be dropped. Many times, when this happens, your ISP thinks your are still connected thru the redback. The only way to clear it up is to recycle the modem.
If you are not getting ATLEAST 75% of your rated speed, I would call your ISP and ask them to open a trouble ticket with your ILEC to have those lines checked.
