the wire mod allows the ATX to act like an AT PSU
which means that as soon as the mod ATX PSU is plugged into wall power it turns on (could be replaced with a switch. The old AT PSU had a built in switch big red toggle handle or hidden that was push on/push off.

The ATX PSU standard is setup to be turned on by the MoBo, thats why the power button on the case
is really a standby mode, some parts are still active on the MoBo, the MoBo locks on the power. The power button on the front of the case is just an monmentary on switch which the MoBo senses.

So the short story is an ATX PSU will not turn on
without this wire. But another idea is on that second PSU for drives, ect that you do not want to hurt On the lose hanging MoBo plug use a wire or paper clip that (fits good) push one end in green wire plug & plug the other end into a black wire socket on either side of the green wire tape up the wire so you get do not get any shorts. So as soon as the PSU gets plugged in the PS will come on.
