When you test the old PSU make sure you have a load on it like an old junk Hard Drive & if it is an ATX type do the wire mod in my first post.

When having trouble like this the first thing I do is unplug everything & plug it back in & make sure it is fitting right. Then check fans, heat, RAM, CPU, PSU. Video cards like to unseat themselfs.
