All PC Powersupplies I've seen so far have a switch that let you choose 115 or 230VAC.

And for the monitor, I'd rent one anyways because carrying 25kg with you ain't that funny (and is kind of expensive if you go to germany by plane).

just take the puter and maybe your keyboard/mouse with you. (or get yourself a notebook...)
