I would set the RWIN higher than recommened unless you have alot of packet re-transmits. As long as the data stream is solid, there should be no need to lower it.
I beleive you said your're using the Linksys 411 router (?) make sure that on the setup page you have chosen 512K ethernet as the RAS plan. Also, if your firmware version is not 1.39, It would be a good idea to upgrade it.
Looking at the pings, I wouldn't think it was anything on your end. It's probably a network issue that the NOC would have to address. I'll let you know how your home address issues progresses.
