The interfaces between the router and the outside connection, and between the router and the internal network, are separately configurable.

The outside connection sees the router just as if it were a single PC configured for that outside connection. The machines linked from the router can communicate internally just though they were connected on an isolated switch or hub, but whenever they want outside access, they look to the router as a gateway device.

The router then worries about distributing the outside connection amongst the internal PCs.

The PCs inside the network can use the router as a DHCP server, or they can have static IPs. Personally I prefer static because DHCP can slow down your boot times, but it sounds like you were needing to use static addresses anyway
