Well, the long way around it is to copy the win98 CD files to the hard disk, then switch to the floppy, and use a Win98 boot disk and install Win98. Then, in the end, run WinNT's emergency repair to get the boot menu back.

If you don't need the dual boot, then boot with a floppy, format, SYS the drive, and then add a generic DOS-ATAPI CD-driver. Next time, boot to the hard drive with the CD-ROM in the bay, and proceed from there

If you want to keep a dual-boot but don't have enough room to copy the Win98 CD to the hard drive, then just do a floppy boot/SYS/generic CD-ROM driver, boot to the hard disk w/CD drive installed in the bay, run the Win98 install, and then run NT emergency repair afterward.
