Those file sharing programs have a couple things in common, one is that if you get enough people using them at the same time it can be a major drag on the network, and the other is that they each access the outside world on a particular port.

So, on account of the first, schools and other such institutions will sometimes block the second across the entire network. If the program cannot access its requisite TCP/IP port, then no dice

I cannot say for sure that you are facing such a situation, but it is a possibility.
