boot to safe mode, pull up System Properties => Device Manager, and delete every device listed under both "Monitors" and "Video Adapters".

Then go over to Display Properties, set the display adapter to "Standard VGA Adapter", and reboot to normal windows. It should come up in 16-color VGA and re-detect your monitor.

Run the NVidia Detonator reference driver installer (I hope you're not using Diamond drivers!) and then reboot when prompted.
