ensuring the power is off, take off the hsf, then take out the cpu. Put it back in and fire up.
I had the same problem with an old duron600, thought it was dead, every1 told me it was, till I did the same thing with a duron 800. I swapped the chips (having nothing to lose) only to find that the 600 booted up, & then the 800 booted up.
