can you do that with dynamic IP number?

I have a USB Cable Modem, (must get an ethernet) and tiny personal firewall software. I am always getting UDP datagram from IANA and my ISP because of this dynamic IP scheme so I have to let these guys in. What do you do in this case with hardware FW/router ? Can you assign accept from specific IP ? Is there a software interface with the FW ?
