On average about 20-30% slower than Win2K. In offfice apps or other things with light load, it is not such a big deal but if you get into preofessional CAD applications, you can see as much as 40-50% performance hit compared to Win2K.
No option to set the swapfile where you want it, If you upgrade, non-Microsoft Programs like ULead Media StudioPro are replaced by M$ programs (they are simply deleted or at least don't show up in the program start menu). In terms of stability, all I can say is that I spend half of my time sending error messages to M$ because the system crashes, but that is running non-M$ applications.

IMHO, you get, compared to Win98 or Win2K:
-An OS with a lot of eye candy and reasonable boot speed.
-substantially less stability than Win2K, about the same or less than in Win98 unless you run exclusively M$ programs (those are stable)
-Depending on where you upgrade from, 20-40% performance degradation.
-No manual manageability unless you find the appropriate registry key and manually enter the Hex code (if you know it).

Summary: If you have a system, that is running fast and stable, WInXP will slow it down and degrade stability, if your system isn't stable anyway, WinXP will NOT fix it.

I know that this is not the mainstream opinion but let's talk 3 months from now again.
