You should never have to low level newer drives, it may actually damage them. Avoid it if at all possible.

Instead, try FDISK /MBR to reset the master boot record on the drive. Also pop into FDISK and check to see if you have multiple "Active" partitions, this can cause very strange behavior as well (with multiple drives that is). Once that is cleared up, do a regular format on the drive.
