After spending some 20 hours in three days playing with every disk configuration known to man and becoming more familiar with FDISK and NT's preliminary DOS setup portion than ANY sane person should EVER be, the problem was simply this: NT could not deal with more than five drive partitions BUT the issue was fixed sometime AFTER Service Pack 3.
Upon finding a forum where a somewhat related discussion had been going on since May, I got the idea to copy ATAPI.SYS and ATDISK.SYS from \WINNT\SYSTEM32\DRIVERS on my old NT4 SP6a installation onto the new drive installation. Everything worked just fine thereafter.
Best of all, I was able to do a "base" install of NT on the new drive, and then copy my old installation onto the new disk. A quick edit of BOOT.INI, and...bingo! THAT saved me from a whole nightmare of re-install issues.
I came frighteningly close to shucking out $130 for Win2k, too. Eek.
