it is those 16-bit underpinnings that are responsible for some of Windows 9x's most irritating behaviors, such as its tendency to crash and the fact that floppy-disk accesses pretty much stall all other operations on the machine.

The machine is never operating in a pure 32-bit mode, instead it constantly switches between 16- and 32-bit operations through a process called "thunking".

NT/2k/XP do away with that and operate in a true 32-bit mode, and execute 16-bit code via emulation.
