Sounds like a driver/software issue, are you using Win2k drivers or manufacturer?

Also did you install with ACPI enabled and accidently land a bunch of devices on one IRQ?

My strangest-ever soundcard experience was the onboard Yamaha chip on an Intel AL440LX motherboard, Win95 OSR2 installed drivers for it but the sound playback was a few milliseconds SLOW, just enough that you could hear the change in pitch. I played identical mp3s simultaneously on both it and my laptop, and the LX would finish several seconds behind the laptop on a 4-minute song. Downloading Intel's own drivers for the board solved the problem.
