The only place I known of is in start, settings, control panel, power management
but this is the HD setting, but what would happen if you pick a portable/laptop in power schemes this may work (I have never tried this myself).
There could be a hack or a program that can do this as this would be a function of the CD Rom hardware & the IDE BIOS.
