I have no idea what you are talking about a black board but the old phones lines outside along time ago had fuses in them that had a hex head if I remember right you could start & them with a wrench & remove them with your fingers. More then likely now they are on the pole somewhere.

Our phone lines here in the surburbs of Detroit have been updated many times & now we have a box
just outside the house that the left half we are allowed in & you can plug a regular phone plug directly into if that is if you unplug the line that leads into the house first. This way the phone company is responsible to feeding the plug onto our side of the phone box but if they go into the house you will get a large bill in the mail.
Before they fixed all lines to the phone jacks in
the house & charged if you had a any xtra ringers
either people cut old phone ringers our bought new ones with a switch.
